In the city of Encinitas, when Council first decided to go to CALPERS for our retirement system for city employees, I had doubts as we were only presented with very optimistic projections of future investment earnings.  All of the calculations included a &quot;built in&quot; assumption that investment earnings would average at least 7% (compounded) per year.  Of course we switched over during a boom period, but that was counted as normal or average.

I feel that the city of La Mesa made the intelligent choice, one of integrity and fairness to all of the citizens.  I also agree that &quot;“You have to make sure that you have people with an independent view of the program,&quot; sitting on the Board of Directors of CALPERS.]]></description>
